A review of the literature on the subject since the inception of the Individuals with Disabilities Education Act (IDEA) in 1975
indicates that--despite the law's least restrictive environment mandate--students with disabilities nationwide continue to be
segregated from and demonstrate lower success rates than their non-disabled peers. This lag in student outcomes is
measured by student learning levels, graduation rates, drop-out rates and participation levels in post-secondary opportunities.
